In 2000, the Department of Social and Health Services (DSHS) began paying local domestic violence programs to hire advocates to work in Community Service Offices (CSOs). Calls to WSCADV, talks with advocates and agencies, and other anecdotal evidence paint a picture of a partnership that is full of good intentions yet flawed in fundamental ways. This report is the result of a comprehensive survey of advocates serving in CSOs. It contains excellent information about what advocates see day to day at CSOs and offers helpful tips from advocates about working in this system.
